These PSAs were very frightening when I was a small kid. The hard hat getting buried was very creepy to me. I have a built-in fear of truck wheels. Now I know where it came from!!
I'm trying to guess how they actually shot this PSA.
I don't see any obvious signs of compositing but they obviously didn't actually back a dump truck into an actor, so my best guess would be that that was not really a dump truck at 0:20 but rather relatively lightweight wood painted to look like the bucket and gate of a dump truck.

These commercials really got the message across back in the 80s, too bad they cancelled them They need to get these back on the air.
