That "lanyard" (rope attached to the worker on the 2nd floor) is not really important on the deck of the 2nd floor. I never worked with one. Nice on the roof of the second floor though. Never saw such guard rails on a job site though. But I worked for a small-time general contractor.
The reason these videos are not updated to the new standard is becuase they know it is impossible to frame a house and stay in business following thier regs. They cannot come up with a fesible way to implement their safety measures in a way that doesn;t double the time required to frame. Homeowners are always going to pick the low ball contractor who isn;t implementing these rules because the homeowner knows that they are not liable by hiring the unsafe lowball contractor.
Good luck making a living or staying in business if you follow all this regulations. Framers prices here in Colorado are the same from the mid 90's and house prices are 100% higher, still builders say they're not making money. I love all this OSHA b.s.
